buildings being destroyed to to infrastructure deficit

I have played two games as Persia so far. In both, starting around turns 60-70, some regions start to have buildings be demolished due to lack of upkeep. I keep checking the infrastructure for each region and it shows that infrastructure production is in great excess of needs yet the stockpile shows a negative balance. Is this a game mechanic that I am missing or not understanding or is it a bug?

The province value is in a black font that is difficult to see. The pic shows a value of minus eight (-8) in the red box I added.

Checked province and region infrastructure both before and after a building is destroyed. In both cases regional and provincial infrastructure production is in excess of what is required for buildings but region shows a deficit in stockpile.

The stockpile deficit is the problem. Until you get an excess, the surplus production is just trying to catch up.

What happens if you have built every infrastructure producing building and assigned all population to infrastructure in a region and still maintain a deficit?

You could still draw on province resources. However, if the region is not in a province, then structures will fall into disrepair and vanish until equilibrium is reached.
