You need a facility to actually build ships there. Upgrade your harbor to level 1 at least

You need a facility to actually build ships there. Upgrade your harbor to level 1 at least

Since I posted this question, I did build a small harbor in the same region as the pirate lair. However, pirate ships still do not appear in the list of units that can be built. I still cannot build them.

I have another pirate lair in another region of the province, which only has an anchorage.

Do I need a higher level harbor in the province where I have a small harbor? Or could the problem now be that I have two pirate lairs in the same province, and only one of them has an actual harbor?

I haven't tested with two pirate lairs in the province, but with one I know I need at least first level harbour (not anchorage) in the same region where the pirate lair is. If the province can't build pirate ships if there are two pirate lairs and only one of them has a harbour, it sure smells like a bug.
