I think he's meaning marsh/swamp is very watery with obscuring vegetation, be it long grass, reeds, trees, brush what have you.

If routing, and not being pursued or suffering significant shooting, 20% chance of testing per turn. (With -3 modifier for being broken, and any other modifiers for previous losses)
