I assume an ally could potentially break the siege (Spain, you have an army enroute via your mighty dreadnought fleet?? No?

the besiege army could also be forced to leave the siege (it's will be part of some new rules)

In the latest move file, some factions gained garrisons, but the counters are twisted/rotated. Is there a reason?

I moved the army to there. I declared war to Celts Lowlands on the turn before. I sent an email for that reason.
