I would say that Pioneers were never Better than regular infantry they just had different roles and I would like this reflected more so in PzC namely Pioneers had tons of explosives and fun toys (like Flamethrowers) however they had less MGs and less imbedded support weapons (like mortars, infantry guns, HMGs, etc.) I would like to see pioneers have a better hard attack but a lower softer attack, and '43 pioneers

If by better Hard Attack you are refering to the Engineer ability to nullify entrenchment and forts, I'd agree 100%. But they did not carry many heavy weapons (AT, AA, etc), as mentioned by another history buff in a previous post. I believe they should have a purpose in destroying fortifications\bunkers\pillboxes\entrenchments, as that is the role of the engineer; not to mention they entrench faster than a normal unit.

On that note, can a 'Fortify' function be added to the engineer class? Something that would dedicate them to creating fortifications which would leave them vulnerable that turn because their focus was "pointed" at digging\buildin rather than Defending?
