Put me down for a 51%-49% - only because I'm not doing decimals.
This has gotten so convoluted, I'm not sure what anybody's position is anymore. I just know mine and nobody cares.

Just convince the person you are playing, and you will be fine.
The big problem I see is that the rules are being nit-picked for situations in which the normal procedures are called into question, then a proposition is put forward which contravenes the logical application of the rule by insisting that a line taken out of context justifies the wholesale rejection of the entire rule. Unfortunately there are several places within the body of the rules text which seem to contradict themselves, and are further muddled by dubious expanations in the FAQ. But it's not my game, so I just have to smile and nod and then play the way that makes sense to me. The key is making sense. Overlap is a case in point. Although the rules are quite clear about which bases in a file can contribute dice to a combat, we find ourselves arguing that bases not in those positions should contribute for whatever reason. So if you reject the foundation how can we build a consensus?
