Option B - set up the Hoplites in a extended line starting on one of the table edges, then advance by swinging the line along the table edge with the other flank anchored to the rear table edge. The whole line will end up facing 90degrees from its starting position, ie pointed towards the far table side edge. Then advance in a line along the table covering the whole length of the table. Eventually the cav will run out of table to run away too. Makes for a really long game but very hard to beat, had it happen to me.
This is what shooting cav/lh armies deserve.

How does that approach deal with a flank march?
You can deal this approach by forcing charges - shock troops aren't the best for pushing LH off table.

As you know Dave you place your lights in front of the shock troops and let them fail the test to not charge. Anyone with a shooty Cav/LH army will if faced by a heavy foot army do a flank charge this will get behind the lines and you can't face both ways at once. Then its down to dice throwing....

Shock foot don't have to charge mounted.

Here a list I made up when musing about Spartans. Not sure it is perfect but it is a decent start. I think I would try to work in a group of cavalry, even if they were pretty weak troops. Generals are 3 Spartan TCs and an Allied TC.
1 Javelinmen LF Unprotected Average Undrilled Javelins Light spear - - 6
2 Slingers LF Unprotected Average Undrilled Sling - - - 8
3 Archers LF Unprotected Average Undrilled Bow - - - 6
4 Archers LF Unprotected Average Undrilled Bow - - - 6
5 Spartan Perioikoi HF Armoured Average Drilled - Offensive spearmen Spearmen - 8
6 Spartan Perioikoi HF Armoured Average Drilled - Offensive spearmen Spearmen - 8
7 Spartan Citizens HF Armoured Superior Drilled - Offensive spearmen Spearmen - 6
8 Spartan Citizens HF Armoured Superior Drilled - Offensive spearmen Spearmen - 6
9 Spartan Citizens HF Armoured Superior Drilled - Offensive spearmen Spearmen - 6
10 Allied Hoplites HF Protected Average Undrilled - Offensive spearmen Spearmen - 8
11 Allied Hoplites HF Protected Average Undrilled - Offensive spearmen Spearmen - 8
12 Thracians MF Protected Average Undrilled - Light spear Swordsmen - 8

How many points is this...

seems like a solid Armoured foot Army.

I think, but could be very wrong, that the javelin men have to be poor if you are not Thessalian, Aitolian, (insert north-central Greek polis) before 460ish BC.

This would be 800, you may be right on javelins, but the basic idea is there.

I don't think you get value for money with 4 TC for an army of only 12 BGs. Better to drop one TC and upgrade to a IC, the 12MU range with the +1 cohesion bonus is well worth it against any sort of shooty army.

Virtually the entire army is armored so, longbows excepted, shooting shouldn't be too big an issue. The extra TCs let you use them to fight with pretty aggressively.
