Nobody is saying that heavy chariots did not exist, only that they (probably) did not exist at the time of the Hittite Empire. They came into use somewhat later.

The Hittite Empire period chariots in the Kadesh reliefs look Egyptian in style but at least one has three men in it. Weaponry sems unclear to me, but there is a shieldbearer. I would opt for LCh for that period, not sure about armament. The so-called neo-Hittite chariots I have seen in reliefs in Turkey and Syria, of the period 1000-700 BC, seem heavier, built with more solid wheels but are manned by only an archer and a driver.

So who would have heavy chariots? I don't think I have seen any in any of the lists I have looked at. Maybe I'm just not looking hard enough.

Babylonians, later Assyrians, Hittites (in the later period) for starters

Well the book most of them are in (Swifter than Eagles) hasn't been published yet. (Although there are some in Immortal Fire)

I looked harder last night and found some in the Later Dynastic Egyptians. The chariot rules look pretty good. I might need an army of them now!

If you can wait a month or so you will have a much wider choice of heavy chariot armies

That's the plan! I will have to wait to see the lists before I decide, but I'm leaning towards Assyrians, NKE, or Illiad-era Myceneans.
I did a paper on the Assyrian military back in my college days, so I might need to dust off some of my research. I'm guessing we'll see the first effective cavalry of the era and drilled infantry and armoured/protected archers/slingers?

You won't find any heavy chariots in the NKE list

Armoured slingers are likely to be a thing of the past (DBx or the near-mythical FoG seige expansion).
I've been playing late assyrians and if the beta is anything like the final list version they are great fun and a decent army in any period. I am trying certain allies (the skythian ally is already published in immortal fire).
Only just last night I unpacked another 8 tribal slingers and javelinmen (LF). and some Nubian bowmen (MF) to boost the core shooters of shooting armoured cav, armoured bow/ltSpear and shooting heavy chariots.

The Skythian allies list in Swifter than Eagles differs by having the "best equipped" cavalry as Protected rather than Armoured.
