To be slightly pedantic your first (worst) case above is a -4 as you must have the general with to rally which gives a +1 to the CT - mind you that only means rolling an 11 :shock: Even with an IC it needs a 10 so you really have to need that BG to justify it most times IMO.

If it's a superior BG that was unlucky enough to rout before losing 25% then it's worth trying to rally it. Rolling a 9 or better (7 - 3 for rout + 1 for general), re-rolling 1's, is quite possible. Hazelbark did just that while playing me once.

Right i was only doing the negatives. :roll:

Well the question is when can you spare a BG and commander and that depends on the game. I think it is a risk worth consider in the early going hoping to rally, but in the home stretch you may not have the time. Much less have a spare comamnder to chase someone down.
