there is also the penalty for reducing the garrison strength in England, if you want to put a real force into Norway (say 2 GAR I MECH I CORP) you wil have to build a GAR in Britain - thats 15 critical PP's early in the game

you can have a lot of the RN at the bottom pretty quickly

1. Luftwaffe supposed to be busy in Poland
2. It only sound this optimistic. Reality often is that allies lose something like 1 BB and some naval steps and still land in Norway forces they wanted. Axis also suffer numerous sub and air steps losses.

certainly in 39, but not 40
plus there is also the sneaky possability to ambush the RN and not land in Norway at all
