One solution is to bump the Swedish iron ore to 6 by removing 2 production from Germany. That makes the interdiction more interesting.

Since the iron ore was sent from LuleƄ in Sweden when the weather was good we can check for weather in the ore hex. Interdiction can only take place when weather is not fair. Then the ore was sent to Narvik in Norway.

The Germans can prevent interdiction by having naval units in Norwegian ports. To get full interdiction the Allies must use 5 naval units and that's quite a bit.

Sweden halted the ore to Germany in August 1944.

So I think the ore will usually flow to Germany if Norway is Axis, but if Norway is neutral the interdiction is more interesting to do.

Maybe we can let interdiction only start in March 1940 to prevent French ships to be used for interdiction. Britain didn't interdict in 1939 because they weren't ready. It started in March 1940
