Here is what I do, many methods probably work about equally well.
I make my composite of paper and foil (actually I have a chunk of it made up in advance).
Cut the flag out of the decal sheet, but only roughly. I leave a pretty generous border.
Peel the backing off the decal.
Decal onto the paper then brush/dab water onto the backing sheet of the decal. You should see the paper soak through, but want to avoid soaking the paper you are using for the flag. When ready the backing off the decal should slide off very easily. I soak up any remaining water with a tissue.
Let the whole thing dry for a bit.
Cut the flag off out precisely. I use a combination of exacto knives and a small pair of nail cutting scissors which I find work well for this.
Get a length of wire I am going to use for the flag pole, dry fit the flag to the pole and get the flag generally bent to fit around the pole.
I then use slow curing super glue thinly applied to one side of the flag, fit it to the pole.
After glue has dried paint around the edge of the flag and the white part of hte decal wrapping the flag pole.
