Impact phase shooting is 1 dice per base (See impact dice table), but LF then loose 1 dice per 2. The result is that 1 LF shooting gets 1 Dice.

Look at the impact dice table not at the shooting dice table.

In the shooting table LF with bow get 1 dice per 2 bases in effective range. There is no reduction for LF.
In the impact table LF with bow in a 2nd or 3rd rank versus mounted get 1 dice. They then loose 1 dice per 2 for being LF - if they have only 1 they don't loose any.

It is also stated explicitly in the bullet at the top of page 99 of the rules.
