Cannot submit turn

The game keeps giving me this error when I try to submit my turn. Is this a problem on the server end or a problem with my internet?

It will be one or the other. The server is currently up and running, but I can't say whether it might not have been when you were having the problem.

Ok, thanks. I'm 90% sure it was my internet that went down.
