How different is it from DEFCON?

Introversion Software released
DEFCON in 2006.
Based on the trailer ICBM seems to have a similar gameplay (similar region, scoring, type of weapons), the only difference being the research/construction aspect.
Any dev to answer?

Think DEFCON 2.0.
The gameplay is different enough, as it is asymmetrical - you chose your what to research and what to build basing on your knowledge of the opponents.
For example, knowing your opponent researches MIRVs, you can invest into stealth aircrafts and laser satellite weapon to destroy his silos preemptively and intercept the remaining ICBMs while they travel in space.
And there are a lot of different strategies you can choose depending on who you play with and what is your faction.
Plus all the bells and whistles like globe (true trajectories), different payloads, satellites, Strike Planner, etc.

Will it be possible to stop or slow down time like in defcon?

Sure.
You have four speed settings + pause.
In MP you also can pause or slow down but you are restricted by the "Pause Pool". If you pause or slow down the game this pool starts to drain out. When it is empty, the speed is automatically restored to the average set by the players. When you are at average or more speed, the pool is slowly restoring.
