How missions have you completed so far with Carthage? There might be a special case where too old mission does not deprecate. In any case, it won't do any harm that you send me the save so I can inspect it:

Thanks for your save, I got it. I confirm, the 'bug' is in fact because this is the last mission so it don't deprecate, but I admit seeing a negative number of turns seems odd! I'll see what I can do.

Yeah that must be it, I fulfilled it 10 or so turns later after going up a civ level.
