At the start of the game Carthago can hire mercs in Spain, but at some point it stops being able to do that, after the Baetis province is created? and further the Merc recruiter I have build in Africa, Africa isn't able to hire any recruites.

Edit : same with pre-patch.

The recruitment center is not mandatory for Carthage by far.

I see nothing wrong in Carthage, but you are talking of which campaign? You'll need to progress one civilization level to have the 5 types of mercenaries.

Am I overlooking something obvious?
Baetis has the War Band still though, so that part was wrong in my original post.

What should I see wrong?

The merc center for Carthage only gives +5 equipment, nothing more ...

I was thinking it should list the mercs that can be hired. (save game from Forgiving Suffets should have the same problem)
