Master Armorsmith improves ally (client-state) units instead of my own

I parked some heavy infantry in a region to benefit from the upgrades of the Master Armorsmith present there (playing as Judea).

However, the AI of my client-state Elam has parked some units there, and their are benefitting from these upgrades.

This is rather annoying since these upgrades are a very scarce resource - coming from a national unique building, just one per turn. Since Elam are technically my ally, I see little I can do about those units.

That's the whole point of the "master" buildings. Each has its own custom effect on military units. Check the guide for the custom effects of Master Armorsmith, Master Fletcher and Stable Master.

It applies to the allies of the master armorsmith owner, yes.

The unit is picked at random, so they don't get priority over you, you are just unlucky.
