Currently playing as Judea in the 310BC campaign (although do also have the DLC).

* Controlling provinces in both Egypt and the Indus area.
* Able to recruit both types of elephants (War Elephants and Indian War Elephants) in Aegyptus Superior province (as well as in Persis and Indus Inferior).

Is that as intended?
I'd imagine Indian Elephants to be more geographically restricted.

Your missing the one (two?) for Carthage and the one from west Africa

For simplification sake, all elephants can be recruited in both areas (Africa, Asia/India) ...
