Is it possible to disregard regional decisions?

There are some regional decisions I don't want to use and I'm not getting new ones because of those. Can I get rid of them without triggering their effects or I have to use them?

Especially those you don't have a chance to use, like hoplite mercs after you turned all into Iranians.

After a while you end up with a list of RDs mostly consisting of ones you don't want simply by virtue of unwanted RDs not being removable. I'm currently sitting on a pile of Improve Port RDs and I can't get rid of any of them.

Yes, or dispers slaves, when you just sell them or use the disperse from the dicision.

The upcoming patch improves on that with some recycling once you hit 16 decisions.
