This is an old issue.
If the game cannot find a suitable spot on land for airlanding a unit, it will ditch them onto the water.
The German unit in the screenshot were hovering in a Ju52 above the horse transport.
There was an (Italian) air unit in the hangar. The (Vichy) French units are part of the Axis team.
The airlanding icon looked fine, but the game decided to ditch the Germans into the water.
This is a really old issue. In this case airlanding should not be permitted since there were no valid landing locations.

Oh yeah, I've encountered this, too. Seldom, but it happens. I think it can also happen to paratroopers when the landing zone is too crowded: they could end up landing on water hexes.

Just curious - when that happens, can the unit still move normally onto land? Or is it completely stuck on water then?

You can move it on land the next turn.

Ok, I was thinking this whole behaviour is probably not intended, but otoh airbornes landing quite a bit away from their target destination was not too rare. I'll get it to tech nonetheless.

Note that this was not a para unit, but a 'normal' land unit being air-transported.
A Hudson-river incident
