Invading army fights town first?

In new DLC, I conquered Carthage several turns ago. The city walls got destroyed in the process. I've got a big army sitting in the region. This past turn, a Carthaginian army marched in, fought just the town militia, and conquered the region. Only then did they fight my army, which of course beat them and sent them packing.
Is this a bug or a feature?

update: could have been because my army was somehow 'garrisoned' even though there are no walls...?

Then your army would have fought with the city defenders.

okay... well they definitely just fought 8 city militia, when I had a bunch of heavy inf etc in the region...

When I went back to the save file, I clicked 'exit' on my big army, and when it played out, the invading army fought my big army, not the city defenders.

So that is definitely a bug as if they were in the city, they should have fought with the defenders and if outside they should have fought them first.

Well seems strange yes, probably the code did not evict your army from the now destroyed wall ... So they were not accounted for in the first battle. Will check that...
