Persia: Liberate Iudea event

I received the event where Persia gets to re-establish Judea. The flavour text tells me I have to satisfy two conditions:
1. liberate the Iudea region
2. dismantle the Jewish Quarter in Babylon

So, I use the Liberate Region regional decision to free the region of Iudea, and dismantle the Jewish Quarter, which takes 3 turns to complete. The next turn, the kingdom of Nabatene is re-established in Iudea. Two turns later, the Jewish Quarter disappears, but nothing else happens.

I then conquer Nabatene, and as soon as I do, I get credit for liberating Iudea, and the Kingdom of Judea is established in that region.

I think the flavour text needs to be changed so that the first condition is to "control Iudea", not "liberate" it. The liberation happens automatically as long as you control Iudea and finish dismantling the Jewish Quarter.

I understood the event different, but can now see that liberate mean creating a new theocracy, instead of "liberate" the territory and move the exiles there.

Indeed, this is 'liberate' as 'own the region'. Some rewording might be in order here!
