(Failed)owned capital is at least 1
One of
(OK) Market at least equal to 3
Why as a glorious republic who owns the capital Carthago can I not play this

Is Carthage still your capital? Did it moves to another region, where you are currently besieged or blockaded?

That is a very good question, if I look at the map I see the decision are noted on Carthago, the big banner is on Carthago and ... I don't know where to see where the capital is
The save file is too large, 5 MB zipped, to be attached here.
I have had a revolt but not lost Carthago (Tunes).

Yes I think that's the issue, you lost your capital ...
A patch is under way but when I can't say, I would like it sooner than later
