If I'm not mistaking the "client state" clause is now only available from the "transaction" tab. But that also means it now requires 25+ relations to be available!
That means you can't vassalize a neighbouring nation afraid of you, and that you can't even vassalize in peace negotiations

Another remark on the update, I think we should be able to cancel regional decisions. I accidentally clicked on one province while browsing the regional decisions and I couldn't click again to cancel

Anyway this is globally a wonderful update, hope these small things will be fixed

Right-click on the Regional Decision on the map to cancel it.

It should still be allowed in peace treaty, as relationships test are only for peaceful transaction.
