Can I buy the Persian expansion on here and apply it to my Steam version of FoG Empires via a code?

You can. I just did. You purchase through the normal Matrix / Slitherine store, then go to your 'my page', on the product panel for your game there is a button 'get your steam key'. Take that key and go to Steam, Games menu, activate a product on steam, copy it in, voila.
