I've not played much FOG for a couple of years but have restarted recently. Have any new modifiers been introduced that would increase the likehood of a double drop? It could just be that I'm seeing a statistical bump at the moment but they are happening a lot, both giving and receiving.

Well if it is warband that are concerned, Close Order Warbands lost the +1 CT modifier for Heavy Foot, quite a while ago. In conjunction with the -1 CT modifier for fighting impact foot, this can make warband vs warband fights (or warband vs Legions) rather volatile.
