In the upcoming patch it is possible to purchase ships in some random maps, and Scenario Editor includes options to unlock purchasing of ships in any scenario. As for Wehrmacht campaign, it has very little naval action, so we don't plan to unlock ship purchase there. It would only confuse players who would purchase ships and then regret it, because there are few scenarios where they can be deployed and used. However, when we get to other campaigns which have more naval action, ships will of course be purchasable.

Not sure if it would work on naval units, however, as there is no such category in the purchase screen; not to mention that on most maps there are no deployment hexes on water.
