Late Game - Millions of Tiny Rebellions?

I recently finished my first game as Achaia, playing on the second difficulty. I won the game with around 96K legacy points around turn 380. My empire included Italy, Greece, Egypt, Turkey, plus North Africa and Spain as client states. I had tons of fun. But I did not enjoy the late game as much as early-mid.
After turn 280 or so, I felt I had enough land and stopped expanding. I focused on reducing decadence and stabilizing instead. So far, so good - it's a rare strategy game that actually makes you think twice about blobbing more. But the other thing was having to deal with a million tiny micro rebellions. Everywhere I would constantly have a small army pop up and then immediately get crushed by my local troops. Since I stopped expanding, these tiny rebels ended up taking up the majority of my play time. It wasn't challenging per sue but it got really annoying.
I recognize that I probably could have managed the revolting provinces better. But I still think there are too many battles against rebels. I think rather than generating a pitched fight, these local revolts could be represented by a modifier in the province with a chance to destroy buildings, kill pops, etc. This would cause tons of damage - much more than the revolt battles. It would also be less tedious for the player.
