I read the Transaction Treaty

III – Transaction Treaty
The transaction treaty is very similar in concept and in format with the Peace Treaty. It can be issued between two nations which are not at war. Here too, you have to play with a currency, which is not the warscore, but ‘Bargain Points’.
The main difference compared to a Peace Deal is that in this transaction, or trade, both sides can ask and give at the same time. So this is a rather free-form deal, where you can give away a region, in exchange of some gold and … why not, some war elephants?

but I do not understand :

Turn 1 - 310 BC
playing with Carthage I wish to give the province SEPTA to the kingdom MAURETANIA occidentalis (in exchange for gold or units)
Indeed for me it's too far at the start of the game to deal with looting and I prefer this solution offered by the new diplomacy

I'm going to TRANSACTION but Cede Region is grayed out !

Why ?

you need a threshold of relationship?

they should be happy that I give a province !
no one would refuse such a gift !

The faction does not trust you enough. You have to give them a gift of money to raise their opinion of you. This would of course, negate the whole point of what you want to do. Normally, you give them a gift of money, then you move up to a Cooperation agreement, eventually you can make more serious agreements. Good luck!

25 or 50 per exemple ?

IIRC if you mouse over the greyed out option it will give you the reason why its greyed out.

why then that chance transaction = 100% ?

while

an absorb clause is NOT already added
and
the region is NOT already request through another clause

it is normal?

I've had deals with 100% fail. The second problem looks like a script. It may be that your original offer is still wrongly in memory, so the region is in a pending request.

It might be that your 25 is in fact 24.9 ... Internally relationship is a scale from -1000 to 1000, not -100 to 100. Try having 26, if it don't work I'll check your saved game.
