How do you absorb a fully conquered nation?

I have started a game as Macedon.

I conquered both regions of Aetolia, including the cities. As far as I can tell, they have nothing left, though a small force maybe hiding somewhere, as it just disappeared. I won two major battles against them. My warscore is at 28.

I have sent them a peace offer, in which I would absorb their nation, which I occupy in full.

They have an ally who I am still fighting, and the diplomacy screens shows that i am still at war with them and their ally.

They did not respond after a couple turns, so I went back and sent them the same offer again. I do not know what else i can do to absorb their nation.

Any help will be very much appreciated.

Eventually I get an offer of peace from their envoy. I "Reject" it and then that is the last I see from them. Their regions are all mine.

Or, as in Zero Wing, "All your base are belong to us"

Thank you, Grey Fox. That is most helpful.

In my case, their last army, two skirmishers and a mercenary infantry, invaded my province of Boetia, from somewhere and attacked. They were defeated by the garrison, losing one unit, and retreated into Athenian Attica, which was being besieged by my main army, which easily wiped them out.

Next turn, Aetolai had disappeared from the diplomacy screen, and their two former provinces were mine.
