Blitzkrieg greyed out German units

Hello:
I'm new at this and wasn't able to find the answer anywhere:
At the start of the Warsaw campaign, a lot of German units have grey and black circles instead of red and black ones. When selected they are not able to move or attack. What is going on?

Indeed some of the German forces in this scn are AI-controlled. They are "allied" to the player, but move on their own.

One faction of the German forces is under AI control.
The designer used the Kriegsmarine faction for these units.
