Ruler's traits

What affects your Ruler's traits? I had a ruler of a Warrior Caste Horde who was a Very Good Military Savage. Is there a connection? Can we get better rulers by our actions? Do some structures or decisions help?

There are some connections, but not to the extent you think. i.e there are no traits for rulers connected to the civilization level or type of governments. When a non historical ruler is generated (i.e 99% of the time except during setup) then first is determined if he gets the administrator trait, the military trait or the diplomat trait. You can't have more than 2 of these 3, from memory. Each of this special trait ranges from very bad to very good.

Once this is determined, another trait might appears which can't contradict the 1-3 base traits he got .Here savage should be linked to bad administration, you could not have received it with a good administrator. But it was not linked to the fact you were a warrior cast horde. Would be very nice, but it is not as complex as it is.

For leaders now, the traits are based on their ethnicity, with some big clichés ... So Germanic leaders will have traits different from Italic ones e.g.
