8.4.1 release effect on Scenario & Campaign Editor?

Erik, Bruce, any other developers/innovators:
I have noticed that some scenarios I recently worked on no longer allow upgrades to units when/prior to being placed on the battlefield in the deployment phase -- when copied over the Campaign and started in the campaign. This is not true across the board in all scenarios. Just a couple. All the scenarios have the purchase option checked "on" in the Alliances Tab. I'm scrambling to figure this out. It started the other day immediately after the 8.4.1 rollout. (edit- previous M3A1 problem was an availability date issue)
Just wondering if anyone else had noticed some undesirable happenings in scenario/campaign design since the rollout.
If not, any idea what could be interfering with my upgrades during deployment phase? I click on the unit with the green star (discounted upgrade) and nothing happens -- the Purchase menu doesn't open, no effect at all. Same with a standard upgrade. Not even the blank Force/Purchase menu you get when purchase is turned off on the scenario. The reinforcement button works though.
