I read that Light troops will not evade if positioned behind a defensive obstacle like a ditch, low wall, or wagon, is this true? I tried a quick test scenario and got mixed results but I am not sure why some evaded while others did not.

It is not that they won't ever evade if behind an obstacle, it is that they must evade non-lights if not behind an obstacle nor in rough or difficult terrain.

If they are allowed not to evade, their AI will decide whether they actually do or not, depending on relative combat strengths and the chances of outdistancing the enemy.
