Infrastructure can't be stored, right? Could we get a prompt or map mode showing us where it's being wasted?

As I understand it, Infrastructure does not 'stockpile' for more than a single turn. This means if you have a province with no construction projects (but at least 1 open slot), or a region without a province and no construction projects (but at least one open slot), then you're wasting those build points by not at least shuffling the building options.
Yet the process to ensure you're not missing anything is very tedious, and it gets more-so the bigger you are. I have to click on every single provinceless region, and each province, to make sure I'm not missing anything.
It would be very helpful to have something showing on the map when construction projects are available (but not being used), or a map mode for this (properly highlighting only provinces with no project or provinces regions without a project).
At the very least, pop up a reminder when the player hits end turn. Honestly the game shouldn't let you end the turn if it will waste infrastructure. Was kind of surprised to find that it let you do so without some kind of reminder.
