What timezone is used for multiplayer game turns?

On my computer , it appears that the times in game for multilpayer turns are shown as UTC -7:00:00 or the equivalent of Pacific Daylight Time (but no TZ info is shown). I'm actually located (and computer time zone is set to ) UTC -4:00 or Eastern Daylight Time. The 3 hour discrepancy is some what confusing and generally doesn't make sense.

As far as I can tell, there isn't any timezone setting in game, so as a user and software engineer that the game should use the OS system time zone. Alternatively using UTC or at least indicating a UTC offset would be an improvement.

p.s. Windows out of the box assumes Pacific Time since that is where Microsoft is headquartered but that seem like a reason why the game should use it ;-).

I have always assumed it is server time.

I believe server time equates to GMT or perhaps to London time.
