Is this strategy feasible?

It is 1943, and I have just conquered Russia. The US and Britain have been harassing the normandy area, but I have been smashing everything that they have been sending over. The western allies also have a large naval force in the english channel to support the troops they are sending over
Here is what I want to do (keep in mind that this is against the AI):
First, build a large airforce and navy. My army is already large enough. Once my airforce and navy are large enough, i will slowly pull back my army from the coast, allowing the AEF to penetrate into France and build up. I will not, however, allow them to take Paris or any other cities except for Cherbourg. Once I have lured them in, I will strike their supporting naval force with everything I have, leaving the AEF stranded in northern france. This way, I will be able to crush a large part of the allied army while they don't have any supplies. Then its on to sea lion...
One question that I have is this: without a supporting naval force, will the AEF be completely out of supply if the only city that they control in france is cherbourg? This is my first game, and I noticed while fighting the Russians that units which were otherwise completely cut off were still at half-supply if they had access to a friendly city. Does this rule still apply to forces in a foreign country?
