I would very much appreciate it if one of you experts out there would inform me about the Declaration-of-War date ranges for the below countries. If I understand the mechanics correctly, the DoW is set to occur on a given game-turn, +/- 2 turns. For example, I think Italy's base date is the first June turn of 1940, but it can DoW as early as 4/28/1940 or as late as 7/18/1940. (Please correct me if I'm wrong.)

Finland
Hungary
Romania
Bulgaria

Iraq

I have been assuming that the random entry provides an equal (e.g. 1 in 5) chance of entry at each possible DoW date. Am I wrong? Is it slanted in favor of a certain date or dates?
