Barbarossa rain

Every time I play a 1939 campaign, when I get to Barbarossa it is sunny during the deployment phase, then I click to go to turn 1 and it rains making my air force useless. And this is after the intro video tells me to destroy the Russian air units on turn 1. It has happened in the north and the south and the center. Is it supposed to rain on turn 1 every time? I’ve seen it happen to other people too.
However, if I start a new campaign and start at Barbarossa, not the 1939 start, then it is sunny during deployment, turn 0/20 and sunny on turn 1 and stays sunny for most of the first several turns.
Should the deployment phase (turn 0/20) count when it comes to weather?

Quick edit: if this has been posted before, sorry. I tried looking for it.
Also besides this minor gripe, I’m having a great time with the game.

I think it's random (though seed based, because the weather seems set when a scenario is launched). It was raining on my first turn in Belgium (sunny during deployment) and I'm certain it was sunny the last time I played this scenario, so RNG is a factor.

I think the game just randomly decides this either when you start the campaign, or when you finish the last mission before Barbarossa. And my bet it's the first. I've played all the initial Barbarossa missions as part of a single campaign, and had the same rain on the first turn everywhere.

(But this is also a hint not to focus on the air too much. You can actually easily decimate the Soviet Air Force even without using any anti-air weaponry in those missions).

It's a seed that's set at the start of the campaign, same as heroes.

It can be extremely annoying, but it's design, not a coincidence.

Not a big fan myself though. That sort of stuff is for Ironman, so it was against my suggestions it got done that way.

I knew the Red Airforce would be likely to balloon in size if it wasn't knocked out in 1-2 turns, so I decided to use the initial rain turn to raid the 3 Soviet airfields in Barbarossa South, knocking out all Soviet air units in one turn because they couldn't rebase due to the rain.

Makes sense, vexing as it is to have your Operational Initiative neutered by the inability to engage the enemy airforce whilst you still enjoy a substantial initiative bonus.

Yep, you can do the same with Barbarossa Centre (the Bialystok airfield is a bit tricky to take on turn 1 though). Not really in the North, though.

The scenario designer defines the weather and the percentage chance of rain or snow.

Yes, the chances of weather occurring are defined in the scenario, but AFAIk restarting a scenario will not change the weather - it will always be the same, like with the heroes.

But if you start a new campaign, you could get different starting weather.
