Because it was the Raw Shieldwalls that appeared to be an issue, because the armies that were abusing them could have so many of them and had so little else to spend points on.

It wasn't based on anything historical, it was just a hack to mitigate the "pure" shieldwall armies' swarm effect.

So it was just a quick fix on the early middle ages version of limitanei spam? How come it didn't extend to the muslim armies? Some of them could have up to 10 raw muslim spearmen on large sized battles.

Edit: Actually come to think of it, this does sound like a good fix for the limitanei spam.

The concern was four western armies (Anglo_Danish, Saxon, and two Anglo-Saxon) that could generate up to 40 units of Raw spearmen at 30 points each. No other armies came anywhere near that level of "spam".

I am talking about the max numbers in the ArmyList.txt, obviously for a normal 1200 point army you could only buy 25 or so, but that was still way more than any of the Muslim armies.

Anyway, the bottom line is that it is WAD, and there are no plans to change it.
