PC2 performance issues

Cannot get game to function properly -
screen moves very slowly and is "choppy" - graphics are blurry
tried lowering all settings - no better
pc has "Intel(R) HD Graphics 4400

Unfortunately that is a very low end video card, certainly below the min spec, so if you have turned down all the graphics settings as low as they will go then there isn't likely a lot of performance gain to be had.

Is there any chance to play the game with a Intel Iris Plus Graphics card? Microsoft Surface Laptop 3?

I know there are people who play on cards like this, but you might need to turn down graphics settings to minimum, and experience may not be best. The best advice I can give in such situation is: get the game on Steam and try it. If it does not work or you are not satisfied with the experience, just refund the game.

Not an option for everyone, but 3D-Graphics cards that meet minimum spec. are $50 or less on Amazon.com.

Bite the bullet and splash out on a super-duper high-end computer that'll play everything you throw at it like I did, and it'll be a godfather to you and make all your troubles go away..:)

I actuality did that and purchased $1300 laptop (that I'll be mostly using for work and PC2 of course) and the game is still incredibly slow and choppy especially when I scroll the map. The specs are Ryzen 7 4800H, 16 GB RAM and NVIDIA GeForce GTX 1660Ti, GDDR6 6GB. Everything else runs normally.

laptops turn the CPU and GPU down to save power,

advice run off mains, turn off the power saving devices, screensavers and anything else that saves battery life

yes then the laptop will get hot, so get extra cooling for it, search for "Laptop Fan Cooler" well worth the cost

then turn off everything else at startup apart from your AV, as long as it's a game friendly one and see if it runs any better

Look, this is not my first computer. I ran the game in turbo mode where it does not turn anything to save power and it still runs like crap

without a report and list of what you have running in the background, it's anyone's guess what could be causing it tbh

i have the same problems, but i have a ryzen 7 2700x 4.35ghz cpu 16gb ram ddr4 3200mhz and a rx 570 4gb vram gpu ( i literally can run Battlefield V and many other high requirement games in even 2k at 60 fps stables but not in pc2 wich is stupid) i found out that the problem maybe the landscape tesellation , i have it on disabled and i have 60 fps but not stable, and on bigger maps i have 40 fps and non stable, but if i turn the landscape tesselation to very high the fps drop to 28-29 if had 60. it's there any solution? i hope the fix that soon because it's really annoying to play like that
