Help I just ordered the book and know nothing

I ha 4 units 24ech of Spartan hoplites can I use as is they are 28mm?

Yes, assuming they can be grouped together onto multi-figure bases 60mm wide. But you will need a fair few more troops to make a viable army.
The Spartans are in the Army List book Immortal Fire covering the Greek & Persian wars era. You can find some sample army lists and info online here:

I am working towards a classical greek army including spartans. The initial list (sample only but gives you an indication of figs needed) at a normal (800 point) game is below.
8 Battlegroups of hoplites
- 3 with 8 bases
- 5 with 6 bases
2 Battlegroups of cavalry each with four bases
2 groups of javelinmen each of six bases
so not including the generals I am aiming for:
216 hoplite figs
32 cavalry figs
48 javelinmen figs
4 generals
This list is high on the hoplite end so if starting from scratch you might like to start off witha jew less hoplites and some other troops to round out the army (thracian medium foot or more light foot).

The standard is:
4 for Hoplites
3 for Cavalry (Light Horse are 2)
Light foot are 2
Generals can be 1 or more.
However, Field of Glory combat is by bases and not by figures, so if your opponent is not fanatical and your figures are individually based now you could use fewer per base, maybe sabot basing with 2 for heavy and medium foot and cavalry, 1 for light foot or light horse to start and then filling out the missing figures later.
That would get you to a 600 or 800 point army quickly.
