I moved my only army out of my capital and my military upkeep went up 122. Is this something new? I've had to suspend military operations.

No that's not new, you get a 25% rebate on upkeep in friendly territory.

But his army is still in friendly teritory

Or is it because the army travelled through water which obviously is not friendly ?

Here's the save game file. I get the additional cost when the army is not right in my capital. Since I am playing Carthage, I have to do a lot of overseas moves and that is when it really hits. So, it's pretty much "game over".

I checked the code and you get a discount if you are in your capital or a provincial capital, only.
