question on strategic map

I can not figure out which cities are mandatory for victory on the strategic map. I know yiu can skip some. When I look at the strategic map, all cities are green. I don't see any differenciation. Please help!

If you look carefully the cities that count towards victory have gold edges around their circles on the strategic map. As you may have noticed, those same cities have gold borders around their flags in normal view.
Call up the briefing notes and review the victory requirements regularly as you play.
