Blitzkrig to Panzerkrieg

after Blitzkreig, will your force but downloaded to Panserkrieg?

As long as you export your core after the last scenario (click on "Cores" in the campaign map at the bottom left of the screen, and you will see a button to "Export Core," click it, and then save the core). When you access the next campaign, click on "Cores" in the bottom left of the screen, and you should be prompted to import your core, I believe. It might also just do it automtically.

I want to buy Weltkrieg pack on steam... its whole package linked? Which campaign should I play first?

An excellent choice and you save even more with the pack. Linked are:
Blitzkrieg -> Panzerkrieg -> Endsieg
and
Sandstorm -> Endsieg
Kriegsmarine and Winter War are separate DLCs.
A possible play order could be Blitzkrieg -> Panzerkrieg, then Sandstorm after which you can import either your Panzerkrieg or Sandstorm core to Endsieg. Then Kriegsmarine for something completely different followed by Winter War which is considered to be quite hard.
