Rhodus had a surplus of plus 150 manpower per turn. So I added 8 infantry and 8 cavalry to my force structure with a per turn maintenance of only 64 manpower. Now I have minus 59 manpower per turn. I had over 1500 on hand, so that's not it. How is this possible?

I chose it for the Ageod Civil War 2 forum because there was a TV show called the "Gray Fox" about a CW character. When I was a beta tester it was transferred to Slitherine.

P.S. I just disbanded most of my forces and slowly rebuilt them. No return of the above problem, yet.

Change of leader that goes from a manpower bonus to a manpower reduction?

I'm seeing this from a Mauritanian perspective. I had a change of faction leader whose traits give me something like -30% manpower and now I have to quickly disband a third of my army (whilst in a fragile peace with Rome) or risk total collapse!

penalty in manpower can also comes from you being above the limit. You said you were at 1500?
