Lusitani Heavy Caetrati units, the ones with mail armor model, have "protected" armor rating, the same as the "old" Caetrati units (without mail armor), is it intended?

I can't answer for their rating in the main game, but in the TT Mod I did intend that they were only Protected. They have small shields, and only some of the men would have worn armour. With the "old" Spanish Medium infantry unit, some of the men in those would doubtless have had armour too, even though the model does not depict it.

Yes, it is intended. Some of them have armour, some don’t and they all have small shields. The Iberian scutarii have much larger shields. Overall we deemed the level of protection to be roughly equal.
