Newbie questions

Hello Everybody,
This is my first post in this forum, so, my apologies if any of my questions have been answered already...
I have played FoG:Empires for 20 hours so far and do really enjoy it. Great game!
I have two questions:
1) Why is there no possibility to have the option to retreat if my army is attacked? Maybe I just want to lure a bigger enemy army into a terrain better suited for me or I just want to see my army fighting another day? I think this option should be available for the player and the AI, as it would provide for more strategic options.

2) If a building lowers decadence, does this apply only to the region where the building is constructed or does this reduction apply faction wide?

1 - there is a minor variant of this, you'll sometimes see a message about patrols preventing a move,that is usually to avoid a too powerful army. But generally no, best to think of it as a period of manouver in a relatively large area but that sooner or later the 2 armies will need to fight

2 - the immediate application is to the region, so that region generates a bit less decadence, but for most purposes decadence is summed up across your faction, so the practical effect is to reduce it at the regional level and the global level
