When using the auto-build buttons at the province level, the game will sometimes build a zero-slot facility in full region. No need to have an open slot like the normal rules. Feature or bug? And does the AI work this way all the time?

That's between the two. I know that's not completely fair compared to what the player can do, but fixing it would mean changing a few others things I prefer not to touch for now. Yes the AI will benefit from this micro feature.
